  4. The Government of Canada, the Government of the United Mexican
  5. States and the Government of the United States of America,
  6. resolved to:
  7.  
  8.      STRENGTHEN the special bonds of friendship and cooperation
  9.      among their nations;
  10.  
  11.      CONTRIBUTE to the harmonious development and expansion of
  12.      world trade and provide a catalyst to broader international
  13.      cooperation;
  14.  
  15.      CREATE an expanded and secure market for the goods and
  16.      services produced in their territories;
  17.  
  18.      REDUCE distortions to trade;
  19.  
  20.      ESTABLISH clear and mutually advantageous rules governing
  21.      their trade;
  22.  
  23.      ENSURE a predictable commercial framework for business
  24.      planning and investment;
  25.  
  26.      BUILD on their respective rights and obligations under the
  27.      General Agreement on Tariffs and Trade and other
  28.      multilateral and bilateral instruments of cooperation;
  29.  
  30.      ENHANCE the competitiveness of their firms in global
  31.      markets;
  32.  
  33.      FOSTER creativity and innovation, and promote trade in goods
  34.      and services that are the subject of intellectual property
  35.      rights;
  36.  
  37.      CREATE new employment opportunities and improve working
  38.      conditions and living standards in their respective
  39.      territories;
  40.  
  41.      UNDERTAKE each of the preceding in a manner consistent with
  42.      environmental protection and conservation;
  43.  
  44.      PRESERVE their flexibility to safeguard the public welfare;
  45.  
  46.      PROMOTE sustainable development;
  47.  
  48.      STRENGTHEN the development and enforcement of environmental
  49.      laws and regulations; and
  50.  
  51.      PROTECT, enhance and enforce basic workers' rights;
